Event Description 

To celebrate the 70th Anniversary of the Civil Air Patrol – only auxiliary of the United States Air Force.  Additional to recognize the PRWG members achievements, Puerto Rico Wing (PRWG) will conduct the 2018 Annual Conference, Banquet, and Change of Command Ceremony.  For cadets, we are going to perform the 1st PRWG Cadet Science Fair.

 Lodging Information

The conference hotel is the Holiday Inn "El Caney Lodge” at Fort Buchanan, Guaynabo, P.R.  The hotel is located at El Caney Lodge Bldg. 678 Depot Road – Fort Buchanan, PR, 00934. The hotel has blocked 15 rooms for the event.  You must identify yourself as a member of Civil Air Patrol – Puerto Rico Wing Conference; in order to receive the special rate.

The room rates are subject to 9% hotel fee plus $5.35 per night as a government tax.  The room categories available are:

1. Deluxe single at the rate of $146.00 per night
2. Deluxe double at the rate of $135.00 per night 
3. Junior Suite at the rate of $169.00 per night
4. VIP suite at the rate of $189.00 per night
Breakfast is included with all room reservations.
Cancellations should be made two weeks prior to arrival.  Will be entailed to a 25% penalty per night.
Fort Buchanan amenities: The installation has things to do for people of all ages.  They have all kinds of Outdoor Recreation, Bowling Center, Water Park, Golf Course, Sport, Fitness and for social nights you can visit the Borinquen Bar & Patio.

Hotel Shuttle: The hotel provides shuttle service (for free) upon request for on-base transportation to any of the amenities, recreational activities, food court, stores and other places within the installation premises.

Transportation to and from the Luis Muñoz Marin International Airport may be prearranged by completing the form found on the Transportation Assistance Request Form Tab.

Science Fair

Science Fair Competition
IMPORTANT!  Science Fair Participants must be registered to attend the Puerto Rico Wing Conference.   Conference Details


The goal for the science fair is to help further broaden and cultivate your interests in all the sciences. This 1st PRWG Cadet Science will take place at the during the 2018 Puerto Rico Wing Conference, at the Fort Buchanan Readiness Center Bldg 546, Guaynabo, PR.

To participate in the 1st PRWG Cadet Conference, you must register for the conference. Click here to register and select your package: Full Registration Cadet, including Banquet or Conference Only and Science Fair, Cadet. 

Every team must register to the PRWG Conference to be able to compete at the Cadet Science Fair.  Options for registration are package #3 or package #4.


A limit of three cadets comprised a team for a project, but one (1) Cadet must be assigned to present the project to the judges. Team projects can be in one of the following categories:

➢    Aerospace

➢    Behavioral and Social Science

➢    Biology

➢    Chemistry

➢    Computer Science

➢    Earth Science

➢    Engineering

➢    Mathematics

➢    Physics

➢    Product Testing

Your project should have an emphasis on using the scientific method, investigating by experimentation, and development of critical thinking skills. Furthermore, this project should provide you with an opportunity to demonstrate ingenuity in your category of choice and also provide you with a positive learning experience.

Holding to the Civil Air Patrol Core Values, your project must consist of your own research and conclusions. Your exhibition will be provided with a six (6) foot table for display. Please note that your team will need to furnish your own grounded electrical extension cord should your exhibit require one. Furthermore, displays must not cause harmful fumes, explosions, or spills. Safety would not approve!

Bacardi Rum Factory       Old San Juan & El Morro 


This conference will have two open tours available upon registration.  Both tours will be on Thursday (member can only choose one of the two options) our options are as follow: 

Option #1: Bacardi Rum Factory and Distillery History at Cataño, PR (Seats Available: 12). The tour is one hour long and the distance from Fort Buchanan to the Bacardi Factory is 15 minutes driving.  (Disclosure: This option is only available for senior members and guest over 21 years old ).
Tour Background: The Bacardi Rum Factory is entwined with the history of the Caribbean itself, and the factory’s new visitor center traces the company’s early roots as a small distillery in Cuba through American Prohibition, the Cuban Revolution, and beyond. Today, Bacardi is a well-known brand with a global presence, and its factory in Puerto Rico is the largest premium rum distillery in the world.

Option #2: Old San Juan & El Morro walking tour at San Juan, PR (Seats Available: 12). The tour is 4 hours long.  For this tour participants will get into Old San Juan using the Cataño Ferry boats.

Tour Background: San Juan National Historic Site preserves stories of great ambition and aspirations. Countries fought for control of this tiny yet strategic island for centuries. Generations of soldiers have lived and worked within the forts. Visitors today are as inspired by these stories as they are by the beauty of the architecture and the ingenuity of design and engineering of this World Heritage Site.

Major General Mark E. Smith

Mark E. Smith is Civil Air Patrol’s 24th National Commander. He leads CAP’s 57,000 members across the United States in fulfilling the U.S. Air Force Auxiliary’s congressionally chartered missions of Emergency Services, Cadet Programs, and Aerospace Education, in addition to the organization’s steadily increasing role in America’s Homeland Security as the newest member of the Air Force’s Total Force. 
As National Commander, he serves as a Major General (two-star), the highest-ranking CAP officer. He also serves as Civil Air Patrol’s Chief Executive Officer and as an Advisor to the CAP Board of Governors, the organization’s governing body. In addition, he leads the CAP Command Council, whose members serve as his advisors, and the CAP Senior Advisory Group (CSAG). 
General Smith was appointed by the Civil Air Patrol Board of Governors on June 18, 2017. His three-year term as National Commander/CEO commenced with his assumption of command on Sept. 2, 2017, at CAP’s 2017 National Conference. 
A member of Civil Air Patrol since 2005, General Smith is a CAP pilot and has served almost exclusively as a CAP Commander at the Squadron, Wing and Region levels. As Region Commander, he headed up CAP’s Leadership Development Working Group, which is a national-level team that has developed products, tools and courses to better equip CAP’s leaders at all levels for success. The group released a highly acclaimed Unit Commander’s Course. 
General Smith retired as a Colonel from the Air Force in 2000 after 26 years of service. An Operation Desert Storm veteran, he commanded the 27th Fighter Squadron and served as Director of the Office of the Secretary of Defense’s Joint Advanced Distributed Simulation Joint Test and Evaluation (JADS JT&E) program. His Air Force and CAP careers are complemented by an equally successful 16-year career in the private sector that includes service as an International Test and Evaluation Association (ITEA) Board Member and as the first Chair of the Simulation Interoperability Standards Organization’s Executive Committee. He has held positions as a Management Consultant for Mark Smith Associates, Senior Vice President and Operations Manager for Science Applications International Corp., and Vice President for Test and Evaluation for Scientific Research Corp. 
General Smith holds a Bachelor’s of Science in International Affairs from the U.S. Air Force Academy, a Master’s of Aviation in Management from Embry Riddle Aeronautical University, and a Doctor of Education in Ethical Leadership from Olivet Nazarene University. 
A resident of Albuquerque, General Smith and his wife Marjorie have two adult children, Hillary and Gregory, and two granddaughters, Hazel and Anna.
