Event Description 

To celebrate the 75th Anniversary of the Cadet Programs of Civil Air Patrol as well to recognize the PRWG members achievements, Puerto Rico Wing (PRWG) will conduct the 2017 Annual Conference and Banquet and 1st PRWG Cadet Science Fair. This event satisfies one of the professional development requirements for senior members.

Lodging is the responsibility of each individual. A limited number of rooms at a special discounted rate of $116.00 plus taxes per night have been arranged for conference attendees. You must identify yourself as a member of Civil Air Patrol when making reservations in order to receive the special rate.

Transportation to and from the Luis Muñoz Marin International Airport may be prearranged by completing the form found on the Transportation Assistance Request Form Tab.

Science Fair

Science Fair Competition

The goal for the science fair is to help further broaden and cultivate you interests in all the sciences. This 1st PRWG Cadet Science will take place at the during the 2017 Puerto Rico Wing Conference, at the Wyndham Gardens Hotel and Casino at Palmas del Mar, Humacao.

To participate in the 1st PRWG Cadet Conference you must register for the conference. Click here to register and select your package: Full Registration Cadet, including Banquet or Conference Only and Science Fair, Cadet. 

A limit of three cadets comprised a team for a project, but one (1) Cadet must be assigned to present the project to the judges. Team projects can be in one of the following categories:

➢    Aerospace

➢    Behavioral and Social Science

➢    Biology

➢    Chemistry

➢    Computer Science

➢    Earth Science

➢    Engineering

➢    Mathematics

➢    Physics

➢    Product Testing

You project should have an emphasis on using the scientific method, investigating by experimentation, and development of critical thinking skills. Furthermore, this project should provide you with an opportunity for demonstrate ingenuity in your category of choice and also provide you with a positive learning experience.

Holding to the Civil Air Patrol Core Values, your project must consist of your own research and conclusions. Your exhibition will be provided with a six (6) foot table for display. Please note that your team will need to furnish your own grounded electrical extension cord should your exhibit require one. Furthermore, displays must not cause harmful fumes, explosions, or spills. Safety would not approve!

CAPTAIN Joseph L. Cubba

Commanding Officer,  EUCOM Joint Intelligence Operations Center Europe Analytical Center (JAC) 0592, Selfridge ANGB Detroit Michigan 

CAPT Cubba, a former Civil Air Patrol Cadet, Carl A. Spaatz Award Recipient number 563, began his military career in 1981 when he enlisted in the U.S. Air Force serving in a variety of operational assignments in Air Force Space Command before being honorably discharged after 10 years of active service. 


CAPT Cubba received his commission as a Navy Reserve Intelligence Officer in 1994.  As a junior officer, he served in a variety of assignments including Human Intelligence Collector, a Korea Geopolitical Analyst, and Human Intelligence Collection Operations in support to Naval Special Warfare (NSW) Trident.  


CAPT Cubba was mobilized in 2007 to JTF Guantanamo Bay Cuba, where he served as the Military Officer-in-Charge (OIC) of the Interrogation Control Element (ICE) responsible for supervising 84 military and civilian personnel directly responsible for coordination and the conduct of interrogations of detained enemy combatants.  During the later stages of his deployment, he was detailed to the DoD Office of General Council to review, release, and declassify intelligence summaries in support of the Detainee Habeas Corpus hearings in US District Court. 


CAPT Cubba commanded a unit of the Defense Intelligence Agency (DIA) at Ft. Dix NJ, supporting Joint Intelligence Task Force – Combating Terrorism (JITF-CT) Terrorist Watchlisting Branch and a Defense Intelligence Agency unit at Bolling AFB MD, providing all-source intelligence analysis to the Asia Pacific Regional Center. After both command tours, he remained at DIA a qualified Naval Attaché supporting several Defense Attaché Offices worldwide before being selected for his first O-6 level command.  He currently  commands a joint unit reporting to the Joint Intelligence Operations Center Europe (JIOCEUR) in Molesworth UK, providing all-source intelligence analysis supporting the European Command area of operations. 


A graduate of the Naval War College at Newport RI, he earned an MBA from the University of Denver and a Bachelor’s of Science in Computer Information Management from Park University in Parkville MO.


His personal decorations include the Defense Meritorious Service Medal with 2 Oak Leaf Cluster, Meritorious Service Medal, Joint Service Commendation Medal with Oak Leaf Cluster, Navy Commendation Medal, Air Force Commendation Medal with 2 Oak Leaf Clusters, Joint Service Achievement Medal, Air Force Commendation Medal, Air Force Good Conduct Medal, National Defense Service Medal with Gold Star, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal (Navy) with "M” and "Silver Hourglass,” Navy Rifle Expert Marksmanship Medal, and Navy Pistol Expert Marksmanship Medal.


CAPT Cubba is married to the former Katherine Ann McCallister.  He has four children; Anthony, Olivia, Daniel, and Peter.  They reside in Vienna, Virginia.
